In order to further improve the climate balance and reduce the emission of climate-damaging emissions, the EU has issued new regulations which specifically come into force for light sources and control gear from September 1, 2021.
The new regulation EU 2019/2020 aims to improve the environmental compatibility of products with relevant energy consumption. It also applies to LED light sources and control gear and challenges the lighting industry to further improve the energy efficiency of their products.
Regulation EU 2019/2015 on energy consumption labeling aims to provide end customers with all necessary information to get a uniform and easily understandable picture of energy efficiency and to influence the purchasing decision accordingly.

EU 2019/2020
The new regulation 2019/2020/EU, supplemented by regulation 2021/341/EU, sets out the requirements for light sources and control gear in accordance with Directive 2009/125/EC of the European Parliament and of the Council. This regulation distinguishes between light sources, separate control gear and containing products. The requirements apply regardless of whether a light source or separate control gear is placed on the market as part of a containing product.
A light source is defined as follows:
"Light source" means an electrically operated product that is intended to emit light with all of the following optical characteristics:
- a) Chromaticity coordinates x and y in the range specified
- b) Luminous flux < 500 lm per mm² of projected light-emitting area
- c) Luminous flux between 60 and 82,000 lm
- d) Color Rendering Index (CRI) > 0
In addition, the product must use inorganic light-emitting diodes (LED) or organic light-emitting diodes (OLED) or a combination thereof as lighting technology.
Not considered as light sources:
- a) LED dies and LED chips
- b) LED packages
- c) Products containing light source(s) that can be removed for verification
- d) Light-emitting parts of a light source that cannot be removed for verification as a light source
EU 2019/2015
This regulation sets out requirements for the labeling of light sources with or without integrated control gear and for the provision of additional product information on these light sources. The requirements also apply to light sources that are placed on the market in a containing product.
From March 1, 2022, luminaire suppliers must note the following:
- The light source must be clearly identifiable in the technical documentation and found in the product database
- The energy efficiency class(es) of the contained light source(s) must be stated in the technical documentation
- The user manual or operating instructions must contain the sentence: "This product contains light source(s) of energy efficiency class(es) <x>."

EPREL Product Database
Light sources must be registered in the EU product database "EPREL" (European Product Registry for Energy Labelling), regardless of whether they are placed on the market as part of a containing product or individually. Consumers and market surveillance authorities have access to this database in different forms.
The new energy label including the QR code can be created automatically in this database. Via the QR code, consumers have access to the public part of the database entry for the relevant light source and can clearly identify the technical parameters and the manufacturer.
